Dr. William Evans

Bill Evans received his Doctorate in Education from the University of Pennsylvania where his major fields of study were measurement, evaluation and techniques of experimental research. He also holds Master’s degrees from Penn and Temple University in educational psychology with majors in educational research and evaluation. Prior to founding Educational Enterprises, LLC, he was the Director of Quality Assurance and Evaluation at Temple University. Bill has over 35 years of experience in the conduct of research and evaluation studies and has worked in academic institutions such as University of Pennsylvania, DePaul University, and Lesley College as well as public school settings such as the Chicago Public Schools. He has provided technical assistance and consulting services to state departments of education (Delaware, Maine, Maryland, Massachusetts, New Jersey, and Pennsylvania), large school districts (Baltimore, Pittsburgh, and Philadelphia), and the federal government (Department of Education, Department of Transportation, and Bureau of Indian Affairs). Bill has published over 25 articles in peer-reviewed professional journal such as the Review of Educational Research, Journal of Educational Measurement, Journal of Experimental Education, and Journal of Curriculum Studies. He has also presented over 75 papers at professional organizations such as the American Educational Research Association, International Reading Association, Eastern Educational Research Association, and Deuxieme Congress Mondial de Reanimation. Bill has served on the Board of Directors for the Eastern Educational Research Association and is currently the chairperson of a special interest group for the American Educational Research Association. He has received numerous awards for his contributions to the field of educational research and evaluation including the President’s Distinguished Research Award (EERA), Distinguished Educator Award (AERA-SIG), and Meritorious Service Award (AERA-SIG).

Founder and Managing Partner Educational Enterprises, LCC, Philadelphia, PA , 2006 to present.  Major responsibilities include providing high quality educational research and evaluation services to clients in the mid-Atlantic region.  The studies tend to focus on federally-funded initiatives and programs such as small learning communities, alternative education, supplemental educational services, comprehensive school reform, and math and science partnerships.  The general intent of the research and evaluation activities is to produce user-friendly reports that enable clients, such as schools districts and departments of education, to become more data-driven in their decision making regarding program efficacy and effectiveness.

PREVIOUS PROFESSIONAL EXPERIENCE

Director of Quality Assurance and Evaluation, Center for Research in Human Development and Education, Temple University , Philadelphia, PA , 1997 to 2006.  Major responsibilities included the design and implementation of quality assurance systems to ensure the effective and efficient deployment of resources and the management of an evaluation unit that addressed formative and summative issues for both internal and external clients.
